1. The Prime Minister should discuss, consult and coordinate all post-attack actions in the north of Kosovo and its investigation closely with the US, EU, and NATO (NALT and KFOR);
2. The MFA should send political instructions to Kosovo Embassies abroad no later than tomorrow (Sunday, December 1, 2024) with all details of last night’s attack on Kosovo’s critical infrastructure, so that its diplomats are well-equipped for important meetings in their host countries from Monday;
3. The President, the Minister of Foreign Affairs and Kosovo Ambassadors around the world should seriously engage in a strategic diplomatic campaign based on MFA’s political instructions to build a truthful narrative on Kosovo, and not act later on the defensive against Belgrade’s propaganda (which has already begun);
4. The Prime Minister and the President to jointly organize a closed meeting with the opposition to discuss and agree on a comprehensive strategy for the further course of the dialogue after the terrorist attack in Ibër-Lepenc (elections and campaigns are NOT more important than unity). Define precisely and clearly a unified vision, and speak unanimously about Kosovo’s demands;
5. The Prime Minister to organize a closed meeting with all media, to thank them and request closer cooperation in the dissemination and verification of news;
6. The President, Prime Minister and Minister of Foreign Affairs to send official letters to their counterparts (including non-recognizing states) as well as to all important international organizations – informing them of Serbia’s attacks on Kosovo, and officially requesting support for the demands agreed upon with the opposition;
7. The opposition to speak with one voice in meetings with international community about Kosovo’s demands, agreed upon with the current institutional leaders;
8. The President, Prime Minister and Minister of Foreign Affairs to coordinate closely with their Albanian counterparts to unify and strengthen Kosovo’s diplomatic message to the world.
